In the Yahoo email, people I know who don't have yahoo messenger appear in the messenger list but don't answer?

I'm a little confused. Aren't people who appear in my messenger list supposed to see the instant message? Do those people who don't have Yahoo Messenger installed onto their computers not see the instant message I send them in the Yahoo Email?
