Are lizards really rodents and who would do such a thing? Why?

A few minutes ago I went to get the mail around our apartment complex, I saw a lizard squirming around on a sticky black tile. I got the mail, looked at him, went inside, gave my mom the mail, and went back outside with s drinking straw and a pencil. It took me 5 minutes to pry the poor thing from the sticky tile. I was gonna give him a piece of bologna or turkey bacon but he ran off scared. Why would anyone do this? Its not like lizards are nuisances like rats... Maybe a kid did it? Arent lizards helpful to gardens and such? Maybe the landlord or a hungry homeless person did it [people shoot and eat pigeons here all the time so i put nothing past them]. Im 19 by the way, and Im mature enough to have compassion.
