Does transferring a car title from wv to pa make it an r title?

basically i bought this jeep wrangler in pa (thats where i live), and it had an r title, and the guy told me it was r because when he bought it in wv they make it an r title to come to pa, im pretty sure he was full of bologna, odds are it was wrecked, i really dont mind because i like the jeep, but im trying to buy a newer one, and im seeing alot of r titled jeeps, is there some truth into what this guy told me
